My best guess is that you don't have the Soundblaster DOS emulation software? It should be on your Soundblaster install CD, and copied to C:\Program Files\Creative\SBLive\DOSDrv when you did the install. There are files such as sbecfg.exe, etc...
Try this page for help on setting it up. It is written for getting Ultima Underworld up and running with sound in DOS, but I would think that most if it should apply to you.

Take this info for what it's worth...I've never tried to get my SBLive working in DOS, so I can't say if it works or not. I only use the mame win32 version. Why do you want to get mame working in DOS anyway? The Win32 version of mame.exe (NOT mame32.exe) is the "official" mame version now...
