Cards based on the Trident Blade3D chipset are reportably the best for using windows on arcade monitors(drivers at link below). These can be had for less than $30 the last time I looked on pricewatch.com .

Sis6326 chipset and Matrox G400 cards are also supported (drivers below as well)
