You may want to take a look at the buttonbox2 for some ideas. It does most of what you are planning. I have built a slightly modified version of the buttonbox2 and it works great.

Just make sure you put Diodes in your matrix!

: I am curently in the proccess of designing a microcontroller based keyboard interface and I was wondering if anyone here has tried to do this themselves and can give me a few pointers/hints.
: Here are some of the features I'm thingking of

: 8x8 matrix
: RS232 port for PC programming
: keyboard through port so you can have your control panel and keyboard hooked together at the same time.
: 20Mhz clock speed (plenty fast enough!)
: 3 optional relays for turning lights on and off.
