First I tried to use a TNT Riva with S-VHS to Scart. The problem I had with this was there was just to much color-bleed.

Secondly I tried to make a VGA to Scart cable, unfortunately I couldn't get it to work.

Finally I bought a second-hand VGA scanconverter.Guillemot - Converter Deluxe 2 --> New price 210€, I payed about 120€.
The quality is very good (there were additional cables for going RGB to Scart).

The luxury of a scanconverter solution:
- no need for scanlines in mame
- no need to stretch screens, the converter does this automatically.
- no need for an extra PCI or AGP slot
- easier to switch between different PC's

I'm not going to say that it's the best solution, but for me it worked out great.
