Too many options for monitor connection, not sure if any will work! HELP!!!

My biggest problem right now is trying to figure out HOW to hook my Wells Gardner U2000 standard res monitor to a video card!?!?! I'd like to be able to boot into windows, enough to use windows to choose MAME or some other emulators. The two biggest debated options here apparently are whether to use a video card w/ TV out or a scan converter. I'd kindof like to use a scan converter, but at this point I'm open to any functioning option!!! If I use a video card w/ TV out, what kind of TV out connection do I need? S-Video, component, something else? What are the pinouts I'd need to use to connect it to the monitor?!?! Is there a scan converter that would do the job? If so, what connection out and pinouts do I use there? HELP!!!

By the way, here's some quick info on my monitor if it helps w/ any info/answers. THANKS FOR ANY HELP!!!

Input signal: RGB Analog, 3V to 5V peak-to-peak, 1 KOhms input impedance
46 usec to 50 usec active video.
Sync: TTL positive or negative going, separate or composite.

Any info and as detailed info as you can provide would be greatly appreciated!!!
