Super Joystick: 8-way or 4-way (how to?)

I know it's been asked before but I can't find the specific answer.

In order to make the Super an 8-way, does the thicker part of the hourglass shaped piece have to be up towards the base of the joystick or down away from it towards the end of the shaft?
