If the mouse supports both you can get a ps/2 to serial connector that will do the job.

:4b. I'd assume it would be simply connecting wires to the right pins, but is there any reason the device wouldn't work?

If the mouse doesn't support serial then it won't work on the serial port.

: 5a. How about USB to Serial/PS2?

Only if the mouse supports both.

: 5b. I know there are converters to PS/2 but can I just strip the wires and solder it onto a plug?

You can do anything you like but I wouldn't recommend it.
