I agree with you, this does not appear to be a spinner problem. With the Model 2, if the spinner moves at all, it is working correctly. The interface, it's drivers, and the MAME settings will determine it's performance. If it is also happening with a mouse, then something isn't right.

FYI - Tempest, Rev 1-3 and Tempest Tubes all work perfectly in MAME32 .58. Try deleting the tempest.cfg file or try a new rom and see if that helps.

Try moving the spinner to the Trackball header and the trackball to the Rotary header on the Opti-Pac. This is the third time I've heard of this behavior, and trading places with the spinner and trackball has worked before. I have mentioned this to Andy so he is aware of it, too. You may try sending him an email asking about it. If there is a handwritten number on your Opti-Pac chip, please include that with your email to Andy as that may help.
