laptop to arcade monitor

Im sure this has been covered several times, I just cant seem to find it. I'm hooking up my toshiba tecra 8000 to my mame cabinet using Arcados. I've pined out the cable but i'm getting just a flat line accross the screen. Is this what happens when you dont have the right Video card?
