There's a new wireless joystick I've seen at Fry's or somewhere that might work as a hack. It looks like a clear flight stick with no base--you just hold it up in the air in front of you. It has positional detectors inside that can measure the tilt of the handle.

You might be able to hack it into a toy gun with some work. It's battery powered, but I'm sure you could hack in a line from an AC adapter that runs back to the cabinet, protected with flex-tubing. If it supports mouse emulation, it should work in any Mame game with crosshair support.

I don't know if the gunsights would be accurate at all, but may be worth a shot.
